Social Vulnerability is a concept used in emergency preparedness research to describe an individual's or a group's state of being more vulnerable to disasters due to social disadvantages. Studies based on this concept attempt to develop ways of identifying households and groups that will need special assistance in the event of an emergency.


Social vulnerability is similar to At-Risk, which is a concept used in education, juvenile justice, and public health. Studies designed around the At-Risk and Socially Vulnerability concepts focus upon the poor, racial and ethnic minorities, and immigrants; and involve the use of such variables as class, ethnicity, gender, income, language proficiency, and race.
